The City Council met in a regular session on the 9th day of May,
2011 at 7:00 PM in the Council Room.
Present: Greg Hansen, Jeff Harnack, Leonard McLaughlin and Xiong
Yang.
Absent: Todd Harrington
Also Present: Tom Hansen, Mike Zeug, Dave Hoyt, Char O’Donnell
and Carol Swanson.
Mayor Hansen presided at the meeting
Sealed bids were opened for the properties being sold by the
city that were purchased at the forfeited tax auction. One bid
was received for Parcel 94-200-0100 on the Northwest corner of 1st
Street and Main. Ken Koch bid $100.00. Two bids were received
for parcel 94-200-2000 located at 431 Main Street. The high bid
was from Lloyd Knakmuhs for $155.50. Motion by Leonard
McLaughlin, Second by Jeff Harnack to approve the resolution
declaring the value of parcel 94-200-0100 to be $100 and parcel
94-200-2000 to be $155.50. All voted in favor, motion carried.
Motion by Jeff Harnack, second by Xiong Yang to accept the high
bids for each property. All voted in favor, motion carried.
The City Council toured the Walnut Grove Cemetery. Char
O’Donnell volunteered to paint the sign, trim up the bushes and
plant flowers. The Council accepted her offer and will pay for
any supplies needed and for the flowers.
The EDA will now be meeting the second Tuesday of every month at
Country View. Bruce Baker has resigned from the EDA and Amy
Ankrum has accepted the position. Motion by Leonard McLaughlin,
second by Xiong Yang to approve Amy Ankrum as an EDA board
member. All voted in favor, motion carried.
The Council discussed the City Insurance. Motion by Leonard
McLaughlin, second by Xiong Yang that the City DOES NOT WAIVE
the monetary limits on municipal tort liability established by
the MN Statutes 466.04. All voted in favor, motion carried.
The Maintenance Report was given by Tom Hansen. City Wide
Cleanup is scheduled for May 14 from 8am- 1pm. Tom discussed the
crack filling that was completed. The original $5000 that was
approved plus an additional $5000 that was later approved was
only enough to complete 5 blocks. It is estimated that it will
be another $30000 to crack fill the remaining streets.
Discussion was also held on patching Fifth Street, Seventh
Street & possibly Dewey. The Cost for patching will also be
around $30000.00. Motion by Leonard McLaughlin, second by Xiong
Yang to complete the crack sealing and patch Fifth and Seventh
Street using $20,000 from General fund unallocated reserves,
$10000 from Budgeted General Fund Street Repairs and $30000.00
from the Bar & Grill fund. All voted in favor, motion carried.
The Police Report was given by Chief Zeug. Mike will continue
to talk to residents in Walnut Grove that need to take advantage
of the City Wide Cleanup day.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
the Land Use Permit applications for 120 Washington and 540 6th
Street. All voted in favor, motion carried.
Motion by Xiong Yang, second by Leonard McLaughlin to approve
the Minutes for the April 11, 2011 regular meeting. All voted
in favor, motion carried.
Motion by Jeff Harnack, second by Leonard McLaughlin to approve
Claims #33045 through 33144. All voted in favor, motion
carried.
Motion by Leonard McLaughlin, second by Jeff Harnack to
adjourn. All voted in favor, motion carried.
