The City Council met in a regular session on the 9th day of June
at 7:00 PM in the Council Room.
Present: Greg Hansen, Donald E. Johnson, Leonard McLaughlin,
Xiong Yang and Todd Harrington
Also Present: Tom Hansen, Mike Zeug, and Wes Bell
Mayor Hansen presided at the meeting.
Tom
Hansen gave the maintenance report. The basketball and tennis
courts should be seal coated the first week of July. The new
windows are in at the community center, there is some painting
that needs to be done at the Bar & Grill and the community
center. Also, the shelter at the park will be stained. New
street signs will be ordered to replace missing or damaged
signs. In addition, the city will replace the signs for
Boundary Street with signs that read Border Street. There was a
discrepancy with the city and the county and the council decided
they would change the signs to Border Street which is how it is
listed with the county.
The
Bar & Grill report was given. Discussion was held about part
time employees participating in the Public Employee Retirement.
Currently there are only four bar employees participating. The
council agreed to allow 1 or 2 more employees to participate in
the retirement plan to allow for easier coverage options when
one of the current participants is unable to work for medical
reasons or vacations. The Bar & Grill purchased a new TV from
Steffen Electric.
Wes
Bell gave the Water / Wastewater report. The parts have been
ordered for the repairs that will be done in the water tower.
The
Police report was given by Mike Zeug. Travis Schaar took over
as the Police Chief on June 4, 2008. Mike Zeug will work full
time through the month of June then become part time working
approximately 25 hours each week starting in July.
Discussion was held regarding residents in violation of
Ordinance 141, Prohibiting Nuisances. There are quite a few
homes that are in violation due to the grass and weeds not being
mowed. It was decided that the clerk would send a one time
letter to those in violation informing them that lawns will need
to be kept under eight inches in length. If at any time after
that, the length reaches 8 inches or longer, the city will have
it mowed at a rate of $40 per hour with a one hour minimum
charge. This will be billed to the property owner and any
charges not paid will be assessed to the property taxes.
The
city council repealed Ordinance 15, which was an 1898 Ordinance
regulation Auctioneers, Peddlers, and Hawkers and approved
Ordinance 176 to replace it. Motion by Leonard McLaughlin,
second by Todd Harrington to repeal Ordinance 15. All voted in
favor, motion carried. Motion by Leonard McLaughlin, second by
Todd Harrington to approve Ordinance 176. Leonard McLaughlin,
Todd Harrington and Xiong Yang voted in favor, Greg Hansen and
Donald E. Johnson voted against. Motion carries with a majority
vote.
The
2008-2009 City Insurance packet was reviewed and approved by the
city council. The cost for the Fire Department is $5,010, the
Ambulance Service is $1,995, the Bar & Grill is $12,202.75 and
the City Insurance is $20,349 for a total of $39,556.75.
The
council discussed the options of applying for the small cities
grant with Milroy and Lucan. Milroy and Lucan were still
undecided about whether they would be interested or not.
Discussion will be continued at a later meeting.
Discussion was held on getting some extra cleaning done in the
community center. The council approved to have the appliances,
the floors underneath them and the cupboards cleaned.
Motion by Donald E. Johnson, second by Todd Harrington to
approve the Land Use Permits for Chamberlain Yang at 401 8th
Street, and Byron Regnier at 320 Bedal Street. All voted in
favor, motion carried.
The
clerk asked about getting an LED “OPEN” sign for the window of
the office. The council approved this purchase.
Motion by Leonard McLaughlin, second by Todd Harrington, to
approve Claims #29132 through #29233. All voted in favor,
motion carried.
Motion by Todd Harrington, second by Xiong Yang, to approve the
Minutes for May 12. All voted in favor, motion carried.
Motion by Todd Harrington, second by Leonard McLaughlin to
adjourn. All voted in favor, motion carried.
