The City Council met in a regular session on the 12th day of
July, 2010 at 7:00 PM in the Council Room.
Present: Greg Hansen, Todd Harrington, Leonard McLaughlin, Xiong
Yang and Jeff Harnack
Also Present: Dave Hoyt, Tom Hansen, Andy Foster, Wes Bell,
Mike Zeug, Diann Timmerman and Chuck Swanson.
Mayor Hansen presided at the meeting
Discussion was held on Employee safety in the event of severe
weather. The council determined that the Civil Defense manager
will notify the employees of the Bar & Grill, The American
Legion and Hoyt Oil if there is a Tornado warning. At that
time, everyone must leave The Bar & Grill and employees and
patrons may seek shelter at the Walnut Grove School. The Civil
Defense Manager will notify them when the Warning has expired
and they may then reopen the Bar & Grill.
The Bar & Grill report was given. The AC had gone out and it
was decided to replace the Air Conditioner unit for
approximately $3300. A new work top freezer has been ordered
for the Bar & Grill to replace the one that quit working at a
cost of slightly more than $2000. The quote to replace the
carpet with tile & carpet was reviewed by the Council. Motion
by Todd Harrington, second by Leonard McLaughlin to accept the
quote from Flooring Concepts of $7652.85 for the tile and
carpet installation with the additional cost of an extra row of
tile on the south side of the bar. All voted in favor, motion
carried.
The Maintenance Report was given by Tom Hansen. The City
received a quote to have the wood doors replaced in the
Community Center. The council tabled this discussion until the
next council meeting.
Motion by Leonard McLaughlin, second by Todd Harrington to pass
the Resolution approving the Sale by the Economic Development
Authority of the City of Walnut Grove, MN’s $2,735,000 Housing
Development Refunding Bonds, Series 2010A(City of Walnut Grove,
MN General Obligation) and allocating small issuer rebate
exception Authority. All voted in favor, motion carried.
Discussion was held about selling the city’s 2003 Impala. The
radiator leaks and needs to be fixed or replaced. The council
determined they would remove the police lights and radio from
the car and then sell the car by sealed bid at the next council
meeting.
Discussion was held on tree trimming on the city boulevards.
The Council determined that the trees are owned by the property
owners as the City has never planted trees on the boulevards,
however the boulevards are an easement and the city will
maintain the right to continue to trim them as needed for snow
removal purposes or if they are obstructing visibility for
traffic safety. The city will do annual tree inspections and if
there are trees on the boulevards or overhanging the street that
are found to be dead or have dead branches, the city will
request the homeowners to have them cut down or trimmed. If the
homeowner does not take care of this in the time that was
requested, the city will then hire someone to have it done and
will bill the property owner for the expense.
Discussion was held on sidewalk maintenance on Main Street. Tom
will check on the price of either purchasing or renting the
equipment to grind down the sidewalks where they have settled
and created a lip to help prevent any trips.
Discussion was held on the purchase of replacing water meters
with newer meters that can be converted to the electronic
readers. The current meters will only be available to purchase
through 2011. The council determined it would continue to
replace with the same meters at this time.
The Water/Wastewater report was given by Wes Bell. The
emergency generator at the plant needs to be repaired. The
hydrant at the city shop will be repaired this month. MN
Department of Health will be at the plant to do the annual
inspection this month.
The Police Report was given by Chief Zeug. There have been a
number of residential complaints regarding the accumulation of
junk in yards and overweight vehicles parking on the streets.
The council has asked Zeug to take the necessary steps to have
it taken care of or issue citations if it is not handled.
Chuck Swanson & Diann Timmerman were present to discuss the
Small Cities Grant that was approved for Lamberton & Walnut
Grove. There will be a public meeting July 26, 2010 at the
Lamberton Community Center at 7:00 PM. Information about the
grant and the process will be discussed. Residents interested
in applying for the grant are encouraged to attend but are not
required. Applications will be handed out at the meeting or at
the City office after the meeting.
Discussion was held on renewing the five CD’s that are coming
due in August and September of this year with funds from the
2005 street project. The Council approved the purchase and /or
renewal to 24 mth CD’s. The council also approved the purchase
of a CD with the Ambulance Replacement funds.
Motion by Jeff Harnack, second by Todd Harrington to approve the
Land Use Permit for Errol Steffen. All voted in favor, motion
carried.
Motion by Leonard McLaughlin, second by Jeff Harnack to approve
the Proclamation for Agnes Seykora declaring July 22, 2010 Agnes
Seykora Day.
Motion by Todd Harrington, second by Leonard McLaughlin to
approve the Minutes for the June 14, 2010 regular meeting. All
voted in favor, motion carried.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
Claims #31872 through 32004. All voted in favor, motion
carried.
Motion by Todd Harrington, second by Leonard McLaughlin to
adjourn. All voted in favor, motion carried.
