The City Council met in a regular session on the 11th day of
January, 2010 at 7:00 PM in the Council Room.
Present: Greg Hansen, Jeff Harnack, Leonard McLaughlin and Xiong
Yang
Absent: Todd Harrington
Also Present: Deb Johnson, Mike Zeug and Wes Bell
Mayor Hansen presided at the meeting
Deb Johnson gave the Bar & Grill report. Annual sales were up
about $13,000 from 2008 and expenses were up approximately
$4500. Further discussion was held on purchasing a new POS
system. No decisions have yet been made. Discussion was held
on filling the vacant position at the Bar & Grill. Deb has
other employees covering the shifts and will continue to accept
applications and interview applicants if and when she needs to
hire for any hours.
The Water/Wastewater Report was given by Wes Bell. Wes has
provide the city with the folders tracking Valve Maintenance,
Hydrant Maintenance, and the Manhole Logs and Sewer Cleaning
Records. The heater went out in Well #2 causing it to freeze
up. Wes will check into getting a new heater and an alarm
system installed.
The city received a letter from the insurance company denying
the claim submitted for the broken water main behind the
school. The insurance company claimed there was no negiligence
causing the break. Motion by Jeff Harnack, second by Leonard
McLaughlin to pay the claims for the repair of the main. The
city will ask the school to reimburse them for the $1300 claim
for the crane used to support the tower so the repairs could be
made.
The Police Report was given by Chief Zeug. The council approved
the purchase of a new Taser and holster. Chief Zeug will apply
for a grant for a new vest. They should be replaced every 5
years.
The City had 3 CD’s through the 4M (MN Municipal Money Market
Fund). One of the CD’s was with a bank that had closed so the
$97,000 plus $970.69 interest was returned to the 4M fund in
December. Discussion was held on purchasing a new CD with these
funds. Motion by Leonard McLaughlin, second by Xiong Yang to
transfer the funds to Integrity Bank and purchase a short term
CD through September when the other CD’s come due. All voted in
favor, motion carried.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
Cigarette License’s for the Bar & Grill and for Hoyt Oil. All
voted in favor, motion carried.
Motion by Xiong Yang, second by Leonard McLaughlin to approve
the agreement with Hoffman & Brobst for auditing services in
2010 for Fiscal Year 2009 at an estimated cost of $15,000. All
voted in favor, motion passed.
Discussion was held about the 2010 Census. The council agreed
to provide office or meeting space for the Census workers as
needed. McLaughlin reported the Census will be hiring at least
one person in the Walnut Grove Area to help residents with
completing the surveys.
2010 Council meetings will be held on the second Monday of every
month with the exception of August which will be held Aug. 16,
2010.

Motion by Jeff Harnack, second by Xiong Yang to approve the
Minutes for the December 14, 2009 regular meeting. All voted in
favor, motion carried.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
Claims #31276 through 31372. All voted in favor, motion
carried.
Motion by Jeff Harnack, second by Leonard McLaughlin to
adjourn. All voted in favor, motion carried.
