The City Council met in a regular session on the 8th day of
February, 2010 at 7:00 PM in the Council Room.
Present: Greg Hansen, Todd Harrington, Leonard McLaughlin and
Xiong Yang
Absent: Jeff Harnack
Also Present: Deb Johnson, Mike Zeug, Tom Hansen, Chad Freeburg
and Mike Landuyt
Mayor Hansen presided at the meeting
Deb Johnson gave the Bar & Grill report. Discussion was held on
purchasing a new POS system and the council determined they
would wait until later in the year to make a decision.
The Spring kickoff for the Walnut Grove businesses will be held
May 1, 2010.
The Maintenance Report was given by Tom Hansen. He will be
attending training in Springfield in April.
The furnace has gone out at the Wastewater Treatment plant and
will cost approximately $2500 to be replaced by Sahlstrom.
The Police Report was given by Chief Zeug.
The City Clerk will be attending training at the annual Clerks
conference in St. Cloud March 16-19. Banyon Data Systems will
be at the City Office Feb. 25 & 26 to install and train the City
Clerk on the new Funds Accounting Program and Payroll Program.
Fire Chief, Chad Freeburg presented the council with the 2010
Fire Budget. The tanker truck needs work on the fuel system and
it may cost up to $3000 for repairs. With the increased cost of
expenses he has asked for an increase of $10 per section for a
total charge of $150 per section to be charged to the townships
with the City matching that amount for Fire Protection charges.
This will increase the receipts by $1910 for 2010. He has also
asked that Fire Call rates be changed from $500 to $750. In
addition, they would like to charge $250 per call for vehicle
accidents if they are needed for securing the vehicle or for
extrication. They will not charge for traffic control or lift
help. Motion by Todd Harrington, second by Leonard McLaughlin to
approve the $10 increase per section and the increased Fire Call
Charges. All voted in favor, motion carried.
Ambulance Director, Mike Landuyt presented the Ambulance Budget
to the City Council. The current ambulance was purchased in
2004 for around $80,000. A new ambulance in 2009 would have
been $130,000 with a trade in allowance between $27,000 and
$30,000. There is just over $80,000 in the ambulance
replacement fund. The Director would like to see the Ambulance
replaced in 2014. If the costs continue to increase, there will
not be enough money to do this so has asked that the charges to
the Townships for ambulance vehicle replacement increase $10 per
section to $40 per section. The city would match this increase
for a total increase of $1930 going into the replacement fund.
Motion by Todd Harrington, second by Leonard McLaughlin to
approve the $10 increase per section for the Ambulance Service
vehicle replacement fund. All voted in favor, motion carried.
The City has purchased a 6 month CD for $100,000 with the funds
from the 2005 Street Project from assessments that were paid
early. This is to replace the $97,000 CD that was purchased in
September 2008 through the 4M Fund and was refunded when the
bank closed in December 2009.
In 2009 the City transferred $3097.47 from the General Fund into
the 1993 Street project Fund to make the final payment. In
January 2010, the City received payment for delinquent
assessments in the amount of $3078.65 for the 1993 project.
Motion by Todd Harrington, second by Xiong Yang for this money
to be deposited into the General fund to offset the transfer
made for the final payment. All voted in favor, motion carried.
The Annual Board of Appeal and Equalization Meeting will be held
at the Walnut Grove City Council Room April 12, 2010 at 7PM.
Motion by Leonard McLaughlin, second by Todd Harrington Yang to
approve the Minutes for the January 11, 2010 regular meeting.
All voted in favor, motion carried.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
Claims #31373 through 31465. All voted in favor, motion
carried.
Motion by Todd Harrington, second by Leonard McLaughlin to
adjourn. All voted in favor, motion carried.
