The City Council met for a Public Hearing and a regular session
on the 11th day of August at 7:00 PM in the Council Room.
Present: Greg Hansen, Donald E. Johnson, Leonard McLaughlin,
Xiong Yang and Todd Harrington
Also Present: Tom Hansen, Travis Schaar, Deb Johnson, Wes Bell,
Jason Swanson, David Hoyt, Bruce Baker, Terry Yang, Andy Foster,
and Mike
Landuyt.
Mayor Hansen presided at the meeting.
Purpose of the Public Hearing was to answer any questions about
the grant that Country View and the city are applying for to
install the “Home Free” monitoring system at Country View and
then to hold the regular monthly meeting.
Jason Swanson gave a presentation on the Home Free system and
explained that they have one grant that will pay for half of the
funding and are applying for the grant with Rural Development to
pay for the other half.
The Economic Development Board reviewed Country View’s financial
report with the council. They have now been able to pay back
all prior management fees to Tealwood Management and will begin
to pay back city funds used to cover payroll expenses from the
first year that Country View was open.
Andy Foster presented the council with some options for
replacing the countertops and doing some additional work in the
Community Center Kitchen. The council will review quotes for
the work at the next council meeting and make a final decision.
Mike Landuyt informed the council that the Ambulance Department
had to order a new blood pressure machine for the ambulance
because the one they have no longer works.
The
Bar & Grill report was given by Deb Johnson. July’s food sales
during the pageant weekends were very good.
Tom
Hansen gave the maintenance report. In 2009 the new streets
will need to be seal coated. With increased costs, it is
estimated that this will cost almost $100,000.
Wes
Bell gave the Water / Wastewater report. The water tower
repairs have been completed and the new fire hydrant was put in
under the tower. Discussion was held regarding properties that
share a single curb stop for more than one home. It was decided
that the city clerk will send a letter to the property owners
informing them of the situation, and asking for the property
owners to arrange to have individual curb stops put in for each
property.
Travis Schaar gave the police report. The police department
will be giving a presentation for Meth Awareness and Seatbelt
Safety on August 12 at the Community Center.
Brief discussion was held regarding special assessments on
properties that are delinquent on their property taxes. After
reviewing how the payments for the street and utility project
are made, it was determined that these delinquent assessments
would not affect the cities ability to make the annual payments,
therefore the city will not suspend any of the scheduled
assessments at this time.
Motion by Leonard McLaughlin, second by Todd Harrington to
approve Betty Bannick. Beatrice Maeyart, Terry Yang and Linda
McGarvey as election judges for 2008. All voted in favor,
motion carried.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
Claims #29352 through #29460. All voted in favor, motion
carried.
Motion by Donald E. Johnson, second by Todd Harrington to
approve the Minutes for July 14, 2008. All voted in favor,
motion carried.
